Recent news suggest that ANAF, the Romanian agency tasked with tax collection, is targeting NGOs for donations and how the money is used.

The article in Profit suggests that the actions taken by ANAF don’t make much sense, quoting a professional.

Lawyer Luisiana Dobrinescu, Partener, Dobrinescu Dobrev SCA, is quoted saying that the ONG must keep and be able to present proof.

“În primul rând, trebuie să poată prezenta acte doveditoare pentru fiecare caz căruia i-a alocat fonduri: de la contract de susținere financiară, la documente care să ateste cauza finanțată (studii, tratament medical etc.) și, cel mai important, dovada plății. Plățile cash ridică din start semne de întrebare suplimentare.”

Cash is worst, apparently.

“First and foremost, they must be able to provide supporting documentation for each case to which they have allocated funds: from the financial support agreement to documents certifying the purpose of the funding (studies, medical treatment, etc.) and, most importantly, proof of payment. Cash payments raise additional questions from the outset.”
